Unable to get to Splash Page (ACE Manager) on MP70

I have read multiple post on resolutions in getting to the web page for ACE Manager. I inserted a new SIM card with a Static IP to recommission a modem for use:

I have tried the following:

Ethernet/USB:

http://192.168.13.31:9191
http://192.168.14.31:9191
https://192.168.13.31:8443
https://192.168.13.31:9443
https://192.168.14.31:9443

I have tried Factory resetting.

I am able to ping 192.168.13.31 and 192.168.14.31

So right now I am at a loss.

Any help would be greatly appreciated

In order to troubleshoot the issue, please plug USB cable into your MP70 then share with me screenshot Network Connection Details and Proxy Settings as shown below:

Hello, I was having the same exact problem when I updated the MP70 device to 4.15.3.003. Not one single address worked for me. I ended up having to put the modem into recovery mode (press the reset button until the power led blinks Amber/Orange). You should then be able to browse to http://192.168.13.31:9191 the splash screen will only allow you to install software. I downgraded the software to version 4.15.0.016 which can be found at https://source.sierrawireless.com/resources/airlink/amm/gateway-software-packages/ Once the install was complete and the device rebooted I was able to go to https://192.168.13.31:9443/ and get the spash page. Please try to disable “Use setup script” in Proxy Setting before accessing ACEmanager then recheck whether the problem is addressed?

this is where I am at. I was able to get into recovery mode and I tried s.sharp’s suggestion in installing version 4.15.0.016. I am now getting failed to install: Check failed: Could not find signature or certificate in the package (1). See below log file:

Is the device officially bricked?

so what was the solution for this?
