Sim-missing

The firmware is the latest. The sim has been inserted, but the router is not detecting the sim card.
the state is ‘Failed’. When I looked at the Sim-slot status it shows the Card [0]
application sate : ‘illegal’ instead of ‘ready’. Is this something the IMEI of the equipment is not whitelisted by the operator in their sim account?

It is a sierra MC7455 model inside the silicom router.
the sudo qmicli -d --sim-slot-status shows the card [0] : present

It was returning some results , but suddenly it is sowing this error

No, its not possible.Is there any command to reset the modem in the ubuntu 14

Normally i used at!reset to reset module
