HL8548-G GNSS power consumption in a Hibernate mode

Hello.
We are using HL8548-G, and how to reach the power consumption ~1.5 mA (GNSS Hibernate: GSM in Flight mode, Baseband in sleep mode), descrabe in a AirPrime_HL8548_and_HL8548_G_Product_Technical_Specification_Rev7_1.pdf page 30

We are send:
AT+KSLEEP=1
But current do not falling below 5ma.
Maybe any AT command needed ?
