Why EM9190 GPS at command FAIL after used FDT2.exe upgrade F/W?

Our EM9190 default F/W is 01.07.19.00_VERIZON and we need to upgraded to 03.09.11.00_VERIZON use FDT2.exe tool , after that, why EM9190 GPS at command(AT!DACGPSCTON=1) will FAIL at first time when we test GPS function? and power on-off again then AT!DACGPSCTON=1 become OK.
How to fix this issue, Thanks.

Please let me know the response of the command: AT!GPSAUTOSTART?

If the issue is still there, type AT!GPSAUTOSTART=0 and try again.
