Temperature alerting device

Ok i need a device that when sensor detects payload is present has ability to monitor ambient temperature and alert if temperature increases beyond a certian point or decreases to acertain designed ambient temperature at which time would send an alert notifying 911 of the devices location enabling and audible alert as well as in some cases notify a secondary emergency service but this device needs to have ability to modify phone number of it’s user in a user accessible ui
