Is this tool still available and where can I get it ?
I have an FX100 modem that I am writing an application for wth vb.net an AT commands. It seems this tool would be very useful.
If it’s no longer avaialable, is there a replacement from Sierra or 3rd party ?

The Espresso tool was discontinued a while ago, we do not really have a replacement for it either as it was of limited use to customers. We do have a HiLo Starter tool at the link below and the commands are very similar of a lot of the operations so it might work but the tool was only designed for basic operations which most customers can perform through a terminal from the examples that are given in the command manuals.
