Hi all, I found the solution in my case on the Verizon network. This may not apply to other networks.
I had found that when I requested a phone number change for the SIM card I was using through Verizon’s account management page, I would be able to send and receive SMS again for some time. However, every time I would use my LX40 to send SMS alarms to a defined list of recipients, it would only work for about 1 week before SMS would stop sending to all recipients. I would again request a phone number change, and it would work again for about 1 week before failing. I then decided to send an SMS message from my personal cell phone to each recipient on the list, to test. All the recipients received my SMS, except for one. One of the phone numbers on the list would auto-reply with a message stating that this number cannot receive SMS or something similar, I don’t remember the exact message. So, I have come to believe that whenever I would send a message to this one bogus number, my LX40 receiving an auto-reply over the Verizon network caused the SMS to be disabled on my SIM cards phone number. This is likely due to the fact I was sending around 250-500 sms messages each day and receiving the same number of auto-replies. Verizon denies that this has nothing to do with it, and they cannot explain why the phone number has to be changed on the SIM card to resolve the SMS not sending issue, however all I did was remove the bogus number from my recipient list and a final phone number change, and this issue is no longer present for our system. This has been working reliably now since Sept 29, 2023.
