I just tested it with MC7411, and I can’t use SIM card hot swapping.
And I found that there is no pin for SIM detection in the MC7411 specification.

Yes, the card cannot be detected.
I have tested different modules and different SIM cards, but they cannot use hot swap.
so after power up, it is OK to detect SIM card, right?
have you checked AT!UIMS?

Yes, the SIM can be recognized after power up.
MC7411 not tested on development kit.
EM7411 can support SIM hot swap after testing.
So I think it’s a hardware problem caused by no SIM detect pin.
I don’t see such SIM detect feature in the MC7411 specification.
