ATT GX440 LTE Speeds

I have a GX440 with the latest firmware, provisioned with an ATT LTE SIM. I can only get 5 MB downloads and 20 MB uploads. Has anyone experienced something similar. I have had AN ATT Tier 1 tech support look at this and they feel it is an issue with the modem. If I use this SIM in a Gobi 5000 modem, I will get 30 MB down and 30 MB up speeds.

Any guidance will be appreciated,
