Which APN class to select for Data (Internet) only connection?

Which APN class to select for Data (Internet) only connection if multiple classes are available?

For example, Internet only case of Verizon is dedicated to Class-3.

I want to make sure if Class-3 is Internet-only for other operators as well.

The internet-only case of Verizon is dedicated to PDP context 3 (Class-3).
The internet-only case of other operators is dedicated to PDP context 1 (Class-1).
