they are not the same, step 1 is using full FW which include modem/ yocto/ legato, step 2 is using modem FW only,

I found a faster way for step 1, you can try the following:

  1. fdt2.exe -d wpspk -mi -f WP76xx_Release16.1_GENERIC.spk 9999999_9909268_SWI9X07Y_02.35.02.00_00_TMO_001.017_001.spk 9999999_9907255_SWI9X07Y_02.37.06.00_00_VERIZON_002.107_003.spk
  2. fdt2.exe -mi -f 9999999_9907256_SWI9X07Y_02.37.03.05_00_ATT_002.126_000.spk 9999999_9909268_SWI9X07Y_02.35.02.00_00_TMO_001.017_001.spk 9999999_9907255_SWI9X07Y_02.37.06.00_00_VERIZON_002.107_003.spk

I think so, I did not see other method, but it is already better than clicking 4 EXE files.
Also you can see the size of modem FW is just 28MB and that of the full FW is 68MB.
Two-steps upgrade would not increase too much the download time when compared to download 4 full FWs.

I just guess for one command line to do multiple image download is for .cwe and .nvu format, but not for spk file like this.
