Occasionally this modem fails to register with NDIS in Windows CE 7 when powered up.
The modem is definitely on. AT commands etc work. But no NDIS interface presented to Windows, so no data can be received.

Is this possibly a known issue that’s fixed in later versions?

Are you sure NDIS supports WIndows CE7? because as per the below link NDIS doesn’t support Windows CE7.

Indeed. It works 98% of the time. Occasionally it fails.
The link you posted shows NDIS 6.1 supported in Windows Embedded Compact 7 - aka CE 7.
