Skylight search network return result *

I use MC7354 with AT&T firmware.
Insert agilent 8960 WCDMA test SIM card, and want to connectto WCDMA network simulated by agilent 8960.
But device can’t camp to network.
When I search network with manually in Skylight, the return result with *, just like *3G.
In the help doc, no mention about *, only !.
What the * represent?
How can I connect WCDMA network simulated by agilent 8960.

Does the unit connect to the test set with any other SIM card?

With your test setup can you send the following commands to the unit (over the modem port using a terminal program), it should give you an idea about what is going on
ati
at+cmee=1
at+cpin?
at+creg?
at+cgreg?
at!gstatus?
at!entercnd=“A710”
at!band?
at+cops=? //This one will take a minute or two to complete
