Problem - M1306 - Urgent

I’m getting problem with this modem M1306, port settings as default, but change in Baud Rate to 115200.

if i put:

AT+CPIN=?
+CME ERROR : 10

AT+CNUM
+CME ERROR : 10

i tried this with two SIM. But same result.
