No carrier response

HI ,

im interfacing the ws6318 module to my microcontroller and try to make call and sms.But im getting NO CARRIER response

the following are the responses im getting

+CREG: 1,“0008”,“0A8E”(this is the response im getting when the power is applied)

sending - AT
res - OK

sending -AT+COPS
response - CME ERROR 3

sending AT+CSQ
response 30,99

sending ATD1235…
res NO CARRIER

can anybody please help me to solve the problem
