Is it possible to achieve a localization which utilizes the OTDOA(Observed Time Difference Of Arrival) method?
I could not find anything about ECID,PRS or RSTD in the at-commands.

Our Network is Nb-IoT.
No we currently do not report the time difference in a command for this, in theory you can for LTE but not sure about NB1 (it probably is). You are going to be better off just using the surrounding cell information to get this but if a higher degree of accuracy is critical for your application then you will need to use GNSS as even with the timing to the currently serving cell it may well still be quite imprecise.
