the gx400 manual I read says for factory reset hold reset button in until lights flash yellow.

I held reset in until all four lights are yellow. No flashing.

Reset does not appear to have reset the ip address to 168.1.13.31 so no ethernet connection.

Any suggestions?

I now have ethernet connection again.

I am having the same issue. How did you get the GX400 reset and have the Ethernet port enabled?

AT*RESTCFG resets the device to factory default settings.
