EM7455 switch from MBIM to QMI mode in Windows

We are trying to offload the updating and configuration of EM7455 modules onto a separate windows machine run by a technician before being inserted into our devices. The first step of this process is to expose the AT Port if it is not there. Typically no AT Port means the device is in MBIM-only mode. The only way we know how to do expose the AT Port in an MBIM-only device currently is to use a Linux system and the script mentioned here. It often does not work, only runs on Linux, and basically requires an engineer to run.

Is there any way can we force the EM7455 to expose its AT port, preferably just go fully into QMI mode, on a Windows Platform? Also is it possible to firmware update the device’s firmware on a Windows Platform in MBIM or WMI mode?
