EM7455 in Thinkpad X270 can send SMS but cannot recieve

I’m using skylight on windows 10, and can send SMS reliably but cannot send on Verizon. I’m using the latest drivers windows is supplying me, I tried installing different drivers from the sierrawireless website but windows just replaces it’s firmware again. Where do I even start with trying to fix this?
