ED_ERR_DISTANT_OPEN for ftp

I am getting ED_ERR_DISTANT_OPEN in the ftp handler
On checking AT+CSQ i get +CSQ: 31,0
I have tried many times. I have tried with different modules. Its the same thing.
What could be the problem?
