Where can I download a copy of Wavecom’s DWLwin.exe, I have searched the Wavecom & Sierra sites but found nothing.
(Both sites seem to be in a bit of a mess at the moment).

The old Wavecom site is essentially dead now.
Remember that you have to log-in before downloads like this become visible on the Sierra Wireless site.
Probably the easiest thing is just to contact your Distributor and get it from them! 
Download the full SDK from Sierra. It is part of the package.

It can also be found under the support+ download section , select any
modem and under tools and driver section there is Sierra Wireless DWLWin v4.1.6.16 zip folder which can be downloaded.
