Does any of Sierra module support QCI 70?

Can any Sierra module support QCI 70?
If yes, which module?
If no, could that be added via firmware upgrade?

The “QCI 70” you are referring to is the Public Safety 3GPP Features of 3GPP R15, is it right? If yes, EM9 module has support for that feature. Please refer to the following document:
