I can receive the phone call. When I dialed out, I got CEER: Error 31 - Normal, unspecified. I checked network, signal strength. It seems everything is good.

That suggests that your call successfully reached the called party, but the called party hung-up the call.
You need to check what is actually happening at the called number!
What is the called number - an analogue landline? GSM? ISDN? or what 
Have you enabled the +WIND 5 and 6 indications?
