Can LX40 Power another device via PoE when LX40 is connected to AC power?

I have a camera that is powered by PoE. I have the LX40 plugged into DC power then I plug the camera into the LX40 via Ethernet, but the camera does not get power. When the LX40 is plugged into DC can it act as a power source for another PoE device?

The LX40 cannot provide power to a LAN-side device connected to the LX40 via Ethernet.
