problem with MC8790 - "Dial out"

Hello ,
I have a number of modems that wont dial .
the message I get is “dial Out”.
what could be the problem?
when I put the modem in the developer kit - I can see him.
when I try to update the modem - it’s all good and it said that update successful.

anyone have this problem , and know how to fix it?

Hi

I am not too sure what was observed, could you please share screen capture or AT command log showing the “Dial out”?

Also please share the FW version and driver/sdk/watcher version used.
