We a posting data to an external REST API from Octave and are looking for source IPs (or IP ranges) for the Octave servers so we can allow it in our firewall. Is this information available somewhere?

Because of the redundant, multi-datacenter Octave architecture, we cannot supply the IP addresses. Could you utilize the DNS?
