We have a large number of ls300’s out there and last wednesday they all started to munch on their data allowance, we had network provider data alarms every hour . It has as far as i can see now ceased, When I check the logs it looks like a firmware update has happened , the firmware package is roughly 30mb, what will the ls300 do if there is insufficient data to download the package? keep trying ?

The first, you need to stop upgrade fw job on ALMS server.
And then please try to reboot device 2 times.
If the upgrading still keep trying, the only way is “Reset to Factory Default”. But be carefull, make sure that you save template before reseting.
