MC7455 only 3G connection

Having an issue where an MC7455 only gets a 3G fallback connection.
Other devices in the same location get strong LTE connections.
I tried to gather similar information like in this thread: MC7455 T-Mobile, cannot connect when BAND=09 (LTE ALL) - #2 by mlw
Any ideas on why I might be seeing this or what I could be missing?

Are at!impref? and firmware version the same in both modules?

Are username and password needed?

How about forcing lte mode by at!selrat ?

Firmware is the same version on both modules.
Forcing lte mode by at!selrat=06 worked, the module was able to get an lte connection.
Is there any way to lock this setting? After a reboot the device went back to automatic mode and connected to 3G.
We are updating many devices with MC7455 modems in advance of the AT&T 3G shutdown this month and want to make sure 4G connections are working correctly.

At!selrat should be Persistent across power cycles
