what I am seeking is the latest firmware that can be downloaded for the m1306b with wismo WM16919
using dwlwin and later install WIP for TCPIP communication.
I downloaded the wrong firmware using dwlwin and the device no longer works.

I think you’ll find that the latest firmware & plugins will be included in the latest SDK - which, I think, is currently v3.19… 
You might also find that the latest DWLWin download includes the firmware files…
the files provided from Open AT suite 3.19 are *.dwl format only.
from my knowledge dwlwin requires *.e2p , *.wpb files. The dwlwin install file i have does not provide the firmware data.
So you’ll just have to contact your ditributor, then.
Does anyone have a earlier version so that I may restore the m1306b to at least a functional state.
I do not have a backup of the the dwlwin firmware for the m1306b.
I do have the dwlwin software.
Any assistance would be appreciated.
