Copper pads on HL Snap-In Socket

What is the purpose of the 7 copper pads under pins 1-10 on the HL Snap-In Socket footprint? They seem to just be in the way of routing to those pins. Can they be excluded from the footprint?

which module are you talking about?
HL7900?HL781x? HL7800?

those pads are the JTAG pins for other series like RC, not appliable to HL78 and HL79

Understood. They are in diagrams labelled for HL, hence my confusion.
