I am wondering what does the "“GMM (PS) state: NULL” mean when I do AT!GSTATUS:

And I cannot find the definition of the first parameter for AT^SYSCONFIG is 17.

Which module you are using?

I guess PS service should be supported in the area, maybe you can check below setting?
AT+CGATT?
AT!SELMODE?
AT+CREG?
AT+CGREG?
