Is there a charset table somewhere for this modem, I can’t find it in the documentation.

Which particular modem are you using?
Have a look http://en.wikipedia.org/wiki/GSM_03.38 for details on the GSM standard character set tables.
Grab the AT command set guide for your particular MODEM and FIRMWARE version, then I would start by looking at the AT+CSCS command to set which character set the modem uses for SMS. Or maybe AT+WLPW might be more useful.
