After checking, there is currently no way to determine whether the device is stolen or blocked using its IMEI number.
Based on my experience, devices purchased on eBay often encounter issues related to services previously used by the older owner of the device, such as ALMS,…
To avoid such issues, I recommend purchasing new devices from authorized Semtech distributors.
