Is it true that on the HL8549-G, one can only communicate with the embedded SirfStarV GNSS chip with NMEA messages? We prefer to use Sirf’s One-Socket-Protocol.

On the HL series (the HL8548 and HL8549 are effectively the same except for the packaging) yes you can only get the PVT information out using either NMEA (over the I2C or UART) or AT commands (over the UART), configuration is only through the AT commands.
