How to get PLMN and neighboring cell data

On Sierra Wireless WP7608, the modem needs network to measure serving cell and neighboring cells without using SIM Card and I want PLMN

I am using GSM technology and I want to find the serving cell, neighboring cells, and the corresponding PLMN. In LTE I can use AT!LTEINFO?, but when I try AT!GSMinfo it gives an error. I also tried AT!GSTATUS?, but it does not show the PLMN."

if you fix the technology to GSM, and then use AT+COPS=? , can you see the PLMN?
