I am not able to get the HL78 EVK base board user manual. we are not able to perform any test and use case

That may not be the correct user manual. That is for this product, which is unavailable:

It’s possible that the enquiry is for a manual for this product (which, though marked on the package as a Sierra Wireless product, I’m unable to find on the wesite):

I, for one, would like directions to the documentation for the second product.

That does in fact appear to be the correct board, even if the processor is from a different family. Thank you! You might want to provide that link on the HL7812 page at AirPrime - HL78xx - Development Kit User Guide
