To set up the access point you can try changing the wan settings and make sure that the IP and default gateway is correct. I have seen an error like this connection failed with error 651 which occured when I tried to connect to the router.

Problem is i don’t find any wwan connection in my ifconfig and my light indicator for WWAN is always on Amber Color State.
