AT!SCACT=1,1 command reply +CME ERROR: no network service

I use WP7607 and send command AT!SCACT=1,1 but response +CME ERROR: no network service

What steps am I missing or what information should I confirm?

did you connect the USB to linux machine?
I tried with RC module with AT!SCACT on USB , I remember this command does not work in Windows but it works in Linux PC

Which command should I use if I want to activate/deactivate the data connection on Windows?
