I have fitted a GX450 Modem and it powers up but just stays with the power light on and then reboots and then back to just the green light and after 30 seconds reboots again. I have tried to connect to it but no joy.

Sounds like it is stuck in a boot loop. If it is still under warranty, you should be able to get a replacement.
