AT+CIND is a 3GPP command, you can download the latest spec for it at the link below.

However, the format of the command is as follows.

battery charge level (0-5)
0 low level
4 high level
5 means that the battery is charging (not supported)
signal quality (0-5)
0 low level signal
5 high level signal
service availability (0-1)
Message received (0-1)
call in progress (0-1)
Roaming indicator (0-1)
0 Home net
1 Roaming
SMS memory storage (0-1)
0 Memory available
1 Memory full
