HL8548 5.5.22 not honouring +COPS format selection

I think this command is to do with AT&T specific settings (as we have to produce a specific build for them), stands to reason as they ask for things which do differ from the rest of the world. How it got into this state

Re the reset it does not really make a difference, the CFUN command tells the unit to specifically reset, the CPOF command tells the software to power off then once it has completed the procedure if you have the on line held low then the hardware tells it to power up again. Both have the same effect, both are controlled in terms of saving data to flash ,etc.
