LS300 Web Interface Unresponsive

I just bought a ls300 and have not even gotten it activated by the carrier. When I navigate to the web interface it sometimes works and sometimes doesn’t. When I do a consistent ping to the device I get 10 good pings followed by 7-8 bad pings. Its like the device is rebooting. I managed to get the log downloaded and have provided it in this post. Does anyone seem to know what the issue is?
