That’s the fundamental problem with embedded SIMs!
You can’t program the SIMs yourself - otherwise you could just give yourself free calls! 
The SIMs have to be programmed by your Service Provider - so your device is locked-in to their service.
Not all network operators accept embedded SIMs.
