Is it possible to lock SIM to module?

Hi
I tried ; its giving Error-5 as below

AT+CLCK=“PS”,0,12345678
+CME ERROR: 5

Note: 12345678 was my password; Modem is working but not able to resister to the network status LED is continuously glowing.

kindly suggest…
