i use the sample by changing the APN USER PWD IP PORT, it works well. but i revamped the program , that i input the APN USER PWD IP PORT, the program is not working properly,and the error is following :

Can you please try to create TCP client using WIPSOFT commands(using same APN USER and PASSWORD) and check if client is created or not ? In case of failure please enable the CME ERROR and check what is the exact CME ERROR number received(to analyze the cause of failure i.e. host unreachable).
